Amid growing safety concerns over lithium batteries, Japan is introducing stricter regulations on power banks carried by airline passengers.
TOKYO, JAPAN (MERXWIRE) – To enhance aviation safety, the Japanese government announced that starting April 24, 2026, stricter rules will apply to passengers traveling on flights to and from Japan regarding the carriage of power banks (portable chargers). The new measures include limits on quantity, capacity, and a complete ban on in-flight use. Passengers who fail to comply may face boarding denial or confiscation of their devices.
According to Ministry of Land, Infrastructure, Transport and Tourism, multiple incidents involving smoke and fires caused by lithium batteries have occurred on both domestic and international flights in recent years. To mitigate these risks, the ministry has revised aviation transport regulations for power banks in line with the latest safety standards set by the International Civil Aviation Organization (ICAO).
Under the new rules, power banks are strictly prohibited in checked baggage and must be carried onboard. Each passenger is limited to a maximum of two power banks. In addition, the capacity of each unit must not exceed 160Wh. Proper measures must also be taken to prevent short circuits, such as insulating battery terminals with tape and storing devices separately from metal objects.
The updated regulations also impose stricter in-flight usage rules. Charging power banks using onboard power outlets is prohibited, and passengers are not allowed to use power banks to charge mobile phones or other electronic devices during the flight. Travelers are advised to use the aircraft’s built-in power supply instead.
Furthermore, power banks must not be stored in overhead compartments during the flight and should be kept within reach at all times to allow for immediate response in case of emergencies.
As aviation safety measures continue to tighten, the Consumer Aesthetics and Cultural Tourism Society Japan urges travelers to check the capacity and packing method of their power banks before departure. Passengers are advised to follow the latest regulations and rely on onboard power sources to ensure a safe and smooth journey.
