In response to Japan’s falling birthrate, Tokyo launched its official matchmaking app, TOKYO Enmusubi, in 2024, using AI to pair compatible singles. With nearly 300 couples matched, the Kanto Smart Living Cooperative recommends users clarify relationship goals and communicate sincerely to improve matchmaking outcomes and build lasting connections.

TOKYO, JAPAN (MERXWIRE) – Amidst the global decline in marriage and fertility rates, the Japanese government is actively seeking solutions to address this trend. According to a survey conducted by the Children and Families Agency in July of last year, 25% of married people met their partners through matchmaking apps, demonstrating that digital dating platforms have become an important starting point for modern marriages.
To address the declining birthrate crisis and adapt to public usage habits, the Tokyo Metropolitan Government launched the official matchmaking app “TOKYO Engetsubi” in September 2024. Utilizing an AI-powered matching system and a value-based diagnostic test, the app helps users find compatible partners. In the year since its launch, the app has attracted approximately 25,000 registrations, successfully bringing 216 couples into serious relationships, with 80 of those couples having already gotten married. The app has also brought together nearly 300 couples in total.
According to statistics recently released by Japan’s Ministry of Health, Labor, and Welfare, the number of newborns in 2024 fell below 700,000 for the first time in history, marking 18 years of “natural population decline,” with the deceleration accelerating annually. The ministry cited the decline in the younger generation, as well as delayed marriage and childbearing, as the primary drivers of this trend, emphasizing the current situation as “a critical and unstoppable decline in the birth rate.”
“TOKYO Enmusubi” is an innovative solution proposed by the Tokyo Metropolitan Government to address this predicament. The app is open to anyone aged 18 and over who lives, studies, or works in Tokyo. Users are required to submit proof of their singleness and complete an online interview for identity verification purposes. With a registration fee of 11,000 yen, the app emphasizes security and trustworthiness, distinguishing itself from typical private dating platforms.
A key feature of this app is its use of a value-based diagnostic test and an AI-powered matching system. This allows users to choose partners based not solely on appearance or personal qualities, but instead on inner values, seeking a truly compatible partner, offering a fresh approach to modern dating.
Kanto Smart Living Cooperative, a nonprofit organization dedicated to promoting smart living, advises that those seeking to utilize such platforms effectively should first clarify their relationship goals and expectations for their partner, such as whether marriage is a prerequisite and whether they have specific values or plans. This can effectively improve the accuracy of matchmaking and foster a stable relationship. The association also recommends that users maintain a sincere and open attitude in communication, respecting each other’s differences, thereby expanding their romantic and interpersonal potential.
